Updated 3 November 2026. A plain-language summary for business owners, not legal or tax advice. Read the notification on the CBIC GST site and confirm with your CA before you file.
Short answer: Notification 05/2026-Central Tax, dated 26 October 2026, rewrote the CGST Rules on registration. From 1 November 2026, changes to your registration details must be applied for in REG-14 within 15 days, most changes other than the principal place of business are approved automatically, a request to cancel must be filed within 30 days of the event, and a new Rule 14B lets sellers on e-commerce platforms register in another state using the platform's warehouse. A stricter, system-driven suspension and revocation process follows from 1 April 2027.

What changed and when
According to summaries by India Briefing and Corporate Law Updates, the changes come in three phases:
| Date | What starts |
|---|---|
| 1 November 2026 | New Rule 14B (registration on an e-commerce operator's warehouse), new Rule 19 (amendments), new Rule 20 (cancellation on request), narrower Rule 21 grounds |
| 1 December 2026 | Some further registration changes, including the automatic route for certain principal place of business changes |
| 1 April 2027 | System-based suspension (Rule 21A) and system-based revocation of cancellation (new Rule 23A) |
1. Changing your registration details (Rule 19)
- File REG-14 within 15 days of the change, with supporting documents.
- Most changes are automatic. Changes other than the principal place of business stand amended once REG-14 is submitted and validated online, and the updated certificate appears on the portal.
- Principal place of business changes still go to an officer. The officer has 15 days to approve or raise a deficiency notice (REG-03). You get 7 working days to reply in REG-04. If the officer does not act in time, the change is treated as approved.
- Same-PAN changes apply everywhere. A change in legal name or in partners, directors, Karta or similar persons applies across all your GST registrations under that PAN.
- Mobile and email of the authorised signatory need fresh online verification. A change of constitution that changes the PAN still needs a new registration.
Practical point: if you move your shop, factory or office, plan the REG-14 filing as part of the move. Invoices printed from your billing software should show the new address only from the date it is approved.
2. Cancelling your registration (Rule 20)
- Apply in REG-16 within 30 days of the event that requires cancellation, such as closing the business. The limit does not apply when a sole proprietor dies.
- File everything first. All returns due up to the cancellation date must be filed, including GSTR-3B for any period where GSTR-1 or IFF was filed, and CMP-08 for composition dealers.
- Give stock details: inputs, semi-finished and finished goods, capital goods, the tax on them and any payment made.
- Registration is suspended once you apply, but returns still fall due on time until the cancellation is final.
- System cancellation is possible for small taxpayers whose returns and payments are in order and whose tax on supplies to registered buyers did not exceed ₹2.5 lakh in any month, or where the final return (GSTR-10) is filed quickly.
- Deemed approval: if the officer does not act within the time limits, the request is treated as approved.
3. Fewer grounds for cancellation by the department (Rule 21)
Corporate Law Updates reports that only five grounds remain in Rule 21. Three are about not filing returns: a composition annual return more than three months late, six months of missed monthly returns, or two missed quarterly returns. The other two relate to a proviso of Rule 23(1) and to Rule 10A on bank account details. Grounds based on GSTR-1 and GSTR-3B mismatches no longer appear in the rule.
That makes filing discipline the main risk. A GST compliance calendar inside your accounting or ERP system is cheap insurance.
4. Registering on an e-commerce warehouse (Rule 14B)
Sellers who already have GST registration in one state can register in another state without their own premises there, by declaring an eligible warehouse of an e-commerce operator as the principal place of business. Conditions reported by both sources include:
- You intend to sell through that e-commerce operator.
- Your output tax on supplies to registered persons stays within ₹2.5 lakh a month.
- The operator consents (within 7 working days of your REG-01 application), and you opt for Aadhaar authentication.
- Physical verification of the warehouse within 30 days; if it does not happen, the registration is deemed approved.
For D2C brands selling on marketplaces, this can make multi-state stock placement much easier. If you also run your own e-commerce website, keep the GSTIN-to-warehouse mapping correct in your order and invoice system.
5. What starts on 1 April 2027
- Automatic suspension (Rule 21A): the system can suspend registration for the non-filing patterns above or a Rule 10A failure, after a REG-31 intimation giving 30 days to comply. While suspended, you cannot make taxable supplies.
- Automatic revocation (Rule 23A): if the system cancels your registration, you can apply in REG-21 within 180 days. Once you file pending returns and pay dues, revocation is approved electronically.
Checklist for business owners
- Check that the address, signatory mobile and email on the GST portal are current.
- Set a 15-day internal rule for any change in partners, directors, address or bank account.
- If you are closing a business or a branch, file REG-16 within 30 days and settle all returns first.
- Set reminders so you never miss two quarterly or six monthly returns in a row.
- Marketplace sellers: ask your operator whether its warehouses are eligible under Rule 14B.
